Fine-Tuning Argument for Theism

The fine-tuning argument is the modern, physical form of the teleological (design) argument for God: the constants of nature, the form of physical law, and the universe’s initial conditions appear to fall within extremely narrow ranges that permit life — and this is claimed to be so improbable on any non-design hypothesis that a designer is the best explanation. Friends and critics alike rate it the strongest candidate argument for theism from contemporary science; Sean Carroll’s standard line is that it is “the best argument that people have for the existence of God. But it’s a terrible argument.” 1

Likelihood (“Bayesian”) versions dominate — e.g., Swinburne, Craig, Collins — and share a common core: (i) life depends sensitively on parameter values; (ii) a life-permitting combination is improbable “by chance”; (iii) design is the better explanation. The SEP entry defines fine-tuning as sensitive dependence “within extremely narrow ranges” and catalogues the standard reactions: lucky coincidence, future physics, divine designer, or multiverse. 2

The supporting case

What is claimed to be tuned. Roughly 31 free constants span the Standard Model of particle physics and cosmology combined; the most-discussed include the gravitational coupling (α_g ≈ 10⁻³⁹), the fine-structure constant (α ≈ 1/137), the strength of the strong and weak forces, and the cosmological constant. For the early universe, the initial entropy and the spatial curvature are the classic “initial condition” candidates. 3

Two flagship examples. (1) The cosmological constant. The quantum-field-theory “natural” estimate of vacuum energy exceeds the observed dark-energy density by ~120 orders of magnitude (≈10⁻¹²⁰) — “famously the worst prediction in all of physics” (though Carroll, who uses the example, treats it as a genuine fine-tuning to be explained rather than dismissed). (2) Carbon and the Hoyle state. The 7.656 MeV resonance of carbon-12 must fall in a narrow window (roughly 7.3–7.9 MeV, with tighter bounds ≈7.60–7.72 MeV for sufficient carbon) for stellar nucleosynthesis to produce the carbon that life requires. 3 4

Why theists find it compelling. The improbability is presented as too lucky to be brute; and theism is argued to predict a life-friendly cosmos better than indifference does. Fred Hoyle (1981) — co-originator of stellar nucleosynthesis theory and no theist — wrote of “a commonsense interpretation of the facts” suggesting that “a superintellect has monkeyed with physics, as well as with chemistry and biology”. Contemporary defenders include Swinburne’s cumulative Bayesian case, Craig’s use of the argument, Collins’s “discoverability” refinement, and Barnes’s technical reviews of the life-permitting parameter space (e.g., A Fortunate Universe, with Lewis, 2016). 2 5

Critical arguments

The critique literature is large; the recurring lines of attack are set out below, followed by the main points of Carroll’s Within Reason discussion — the focus of this page’s current curation — and a short summary of how defenders reply.

1. No well-defined probability (the “measure problem”)

The argument needs a probability space over parameter values and initial conditions — a measure on “possible universes” — and no canonical one exists. On the standard view of physical possibility, alternative constants and laws are not physically possible at all, so the relevant probabilities must be epistemic rather than physical; but no principled epistemic measure has been specified, and the conditions under which life can exist are themselves unknown. Carroll’s decade-long formulation of this point: we do not know that the universe is tuned specifically for life, and apparent fine-tunings may dissolve under better dynamical theories or improved notions of probability. Bayesian technicalities — notably the “old evidence” problem (Glymour) — compound the difficulty. 2 6

2. Fine-tuning is what naturalism predicts (the asymmetric-expectation objection) — Carroll’s flagship

An embodied life obeying natural laws can only exist where the constants permit complex, stable, information-processing matter — given naturalism, life-permitting constants are a requirement. Given theism, they are not: God could sustain life under arbitrarily different physics. On this argument the observation therefore raises the probability of naturalism more than theism — “if anything … evidence that should increase your credence in naturalism, not theism” (Carroll, Within Reason #140; his reason #2 of five in the 2014 debate). SEP presses the same flank from the other side: it is unclear why a designer should be expected to design the life-friendly option at all (i.e., P(life-friendly | designer) is itself unconstrained). 1 2

3. Multiverse and anthropic selection

If the cosmos contains many regions (or branches) with varying constants, observers will inevitably find themselves in a life-permitting one — “there was never any chance that we would be having this conversation in a part of the universe which did not allow for the existence of life” (Carroll). Crucially, multiverse scenarios are motivated independently — inflation, string theory, many-worlds quantum mechanics — rather than invented for the occasion: “very, very different than the story with Theism” (Carroll). The technical debate continues over whether anthropic reasoning explains or merely relocates the improbability, the inverse-gambler’s-fallacy charge, and the old-evidence problem; SEP surveys both the inference and its criticisms at length. 1 2

4. Post hoc reasoning and neglected counter-evidence

The fine-tuning case is charged with being assembled after the fact: a universe of hundreds of billions of galaxies, overwhelmingly dead space, is not what a human-centered theism would have predicted — and nobody predicted it. “You could easily have used your theory of theism to predict that … and nobody did. So you can’t claim now that’s exactly what you have expected under theism” (Carroll). Divine hiddenness cuts in the same direction (“very, very trivially easy for God to let us know that God existed”), and Carroll relays Phil Halper’s observation that conditions making matter hard to bring about fit a Gnostic demiurge narrative better than classical theism. The meta-complaint from the 2014 debate: theism is so ill-defined that “no matter what happens in the universe, you can argue that God would have wanted it that way”. 1 6

5. The design inference underdetermines the designer and adds no explanatory content

“God did it” is held to make no predictions of its own — it fits any observation — and to leave a regress (who designed the designer?). Carroll’s simulation version: “the design argument works just as well for simulation as it does for the existence of God.” His critique of the principle-of-sufficient-reason rescue is that the “necessary being” stopping point simply exempts itself from the demand that everything be explained — “you invented a reason to make him exist. I don’t need to accept your reason.” Brute facts, on this view, are acceptable stopping points; indeed preferable to an ill-defined necessary entity. 4 1

6. The universe may not be optimally fine-tuned (empirical reassessment)

A distinct critique — developed at length by astrophysicist Fred C. Adams in “The Not-So-Fine Tuning of the Universe” (Nautilus, 2017) — challenges the empirical premise rather than the inference: the claimed fine-tunings may be substantially overstated, and ours is not the best of all life-friendly universes. Adams’s target is the widespread concession (even among multiverse skeptics) that fine-tuning is real and demands explanation; his review of four standard cases finds robust tolerances instead of knife-edge windows:

  • Force strengths and stars. Stellar operation survives the electromagnetic force varying by factors of ~100 in either direction, and gravity ~10⁵× stronger; gravity could be ~10⁹× weaker and stars would still work. Adding temperature, lifetime, and galaxy-cooling constraints still leaves the strengths of the forces free to “vary by several orders of magnitude”: “The forces are not nearly as finely tuned as many scientists think.”
  • Carbon and the triple-alpha process. The ~4% carbon-resonance window is real, but about half of the nuclear-physics changes that would remove the Hoyle-state resonance would instead make beryllium-8 stable, opening a direct alpha-particle pathway to carbon: “There is no fine-tuning problem after all.”
  • Deuterium and diprotons. Even with unstable deuterium, stars keep many channels — contraction-powered proto-stars shining near solar luminosity for up to ~10⁹ years, explosive nucleosynthesis in massive stars, the CNO cycle, and triple-nucleon processes — for generating energy and synthesizing heavy elements.
  • Density fluctuations (Q). The lower bound (Q not smaller by more than ~10×) is real, but larger Q is benign — galactic outskirts remain habitable — and can be better: with denser star fields “even Pluto would get as much daylight as Miami”, and “a moderately dense galaxy could have more habitable planets than the Milky Way”.

Adams’s conclusion — “our universe does not seem to be particularly fine-tuned”, and is probably not “the best one for life to develop” — cuts against the design inference from both ends: the improbability of the observed parameters is downsized, and a cosmos better suited to life than ours is readily envisioned, so a life-favoring designer need not have built precisely this one (cf. §2 and SEP’s “Can we expect a designer to design?”). The quantified version, with explicit parameter-space tolerances, is Adams (2019). 7

Divergence note: this line of argument is distinct from Carroll’s above — Carroll grants that key fine-tunings (e.g., the cosmological constant) are real and argues they still fail to support theism; Adams questions how fine the tuning is in the first place.

Carroll: why the argument is “terrible” (Within Reason #140, January 2026)

Alex O’Connor interviews Carroll in Within Reason #140, “The Limits of Scientific Explanation” (26 Jan 2026); the fine-tuning exchange runs 18:22–32:39, and the short clip “Why The Fine-Tuning Argument is Terrible” is drawn from it. Carroll concedes the argument’s status, then gives two central objections plus several subsidiary criticisms. Main points (quotations lightly cleaned from the machine transcript; timestamps refer to the episode):

  1. The verdict. “The fine-tuning argument for the existence of God is the best argument that people have for the existence of God. But it’s a terrible argument. It’s really — it’s really not very good at all. And for various reasons, I’ll just mention two of them very quickly.” [≈25:00]
  2. Adds the multiverse to O’Connor’s chance/God/necessity menu, preferring “some kind of diversity within the environments that exist within our universe” — “literally the cosmological multiverse” or “something more subtle in the space of quantum worlds, in a many-worlds version of quantum mechanics” [19:53–21:26]. He rejects the necessity route outright — “things could very easily have been otherwise” [≈20:45].
  3. Distinguishes multiverse selection from blind luck (a selection effect among many regions, vs. one universe that “just got lucky”) and denies that it is the same move as theism: invoking mechanisms is “what science does”, and the multiverse is implied by theories — inflation, string theory, many worlds — “invented for completely different reasons” [21:51–24:40].
  4. Objection 1 — the observation favors naturalism. Life-permitting constants are exactly what you would expect without God, because naturalistic life requires complex information-processing matter and hence life-permitting parameters: “If God exists, you don’t need that. God can make anything alive because God is God. I think a lot of theists really undersell God’s ability to do things.” Conclusion: fine-tuning “should increase your credence in naturalism, not theism” [25:24–26:36].
  5. Objection 2 — post hoc and selective. He grants “the likelihood that the parameters of nature would allow for life would be large under theism”, but the universe is big, old, and non-central — “a hundred billion or a trillion galaxies” is not what theism predicts — and “too late”: theists had centuries in which to predict such a cosmos, and “nobody did”. Prior evidence therefore counts against theism, and the fine-tuning appeal cherry-picks the friendly datum [26:36–28:29].
  6. The Gnostic twist (via Phil Halper): fine-tuning fits a demiurge who makes embodiment difficult better than a God who wants embodied creatures — “meta-conditions which make it really, really difficult to bring about a material world” that nevertheless “comes about” [28:29–29:13].
  7. Divine hiddenness. Modern theists are “pushed to invent a version of God who wants to be completely invisible”, yet “it would be very, very trivially easy for God to let us know that God existed. Again, he’s God, he can do anything he wants.” [29:49–30:20]
  8. Against the PSR/necessary-being rescue. The argument “contradicts the very first assumption” it makes — everything needs a reason “except for this special thing” — and is “a very hard argument to counter, not because it’s good, but because the only counter is, no, it didn’t” [31:01–32:51].

Carroll’s earlier condensed statement (Greer-Heard debate with William Lane Craig, 2014). He listed five reasons the argument fails as an argument for theism: (1) we don’t know the universe is tuned for life — the conditions for life are unknown; (2) fine-tuning for life is only relevant if one already accepts naturalism — God could create life under arbitrary conditions; (3) apparent fine-tunings may be explained by dynamical mechanisms or improved probability theory; (4) the multiverse is a viable naturalistic explanation; (5) a universe finely tuned by God for life would look very different from ours. 6

How defenders respond (selected)

A recurring reply-set — here chiefly from Science and Culture Today’s Discovery Institute-affiliated series responding directly to Carroll — holds that: (i) cosmic vastness is expected from divine plenitude in classical theology (Dante; the Psalms), not contrary to it; (ii) divine hiddenness serves epistemic and moral goods (uncoerced love, genuine freedom); (iii) theism did generate successful predictions — e.g., the intelligibility and mathematizability of nature, which historians tie to the Scientific Revolution’s theistic milieu; (iv) the multiverse is unobservable and faces its own Boltzmann-brain and measure problems, and even if true might sit better inside a theistic meta-explanation; (v) with modest priors, the fine-tuning likelihood still yields a high posterior (Swinburne-style cumulative case; Barnes’s “A reasonable little question”). Note: this material is partisan advocacy (apologetics), best read as the strongest current statement of the counter-case to Carroll rather than as neutral assessment. 5
